When Freeway Fleet's IT team began their Liceo onboarding, they expected to catalogue around 25 tools — the usual suspects: Microsoft 365, Slack, their fleet management platform, and a handful of departmental apps. What they found was nearly two and a half times that number.
Across Operations, Finance, and the field teams, 36 additional SaaS products had been adopted without central approval — ranging from project trackers and e-signature tools to AI writing assistants and niche route-optimisation apps. Once the full application inventory was in place, the next shock was utilisation. Across their top ten SaaS spend categories, Freeway Fleet found an average of 34% of purchased seats were unassigned or had seen no activity in the prior 90 days.
The biggest offenders were a collaboration platform (42 unused seats out of 120 purchased) and a document management tool that three separate departments had independently licensed — paying for the same capability three times over. Liceo's licence assignment tracking and cost-per-seat metrics made both patterns immediately visible in the dashboard.
By renegotiating seat counts at the next renewal cycle, cancelling two redundant subscriptions, and right-sizing four others, the team identified £18,400 in annual spend that could be recovered — without removing a single tool that anyone actually used.

Freeway Fleet was midway through their Cyber Essentials certification when they onboarded to Liceo. The timing proved fortunate.
