Once the full application inventory was in place, the next shock was utilisation. Across their top ten SaaS spend categories, Freeway Fleet found an average of 34% of purchased seats were unassigned or had seen no activity in the prior 90 days.

The biggest offenders were a collaboration platform (42 unused seats out of 120 purchased) and a document management tool that three separate departments had independently licensed — paying for the same capability three times over.
