Finance and IT Need to Own SaaS Together — Here's How

The companies getting the most out of their SaaS investments have broken down the finance-IT wall. Here's their playbook.

In most organisations, IT knows what tools exist and Finance knows what they cost — but neither has the full picture. IT can't block a purchase that's already been approved by Finance. Finance can't renegotiate a contract they don't know is up for renewal. The result is a SaaS estate that's neither well-managed nor well-optimised.

What Joint Ownership Looks Like

The most effective model we've observed pairs an IT Business Partner with a Finance Business Partner as co-owners of the SaaS portfolio. They share a single system of record — a SaaS management platform that both teams access — and they meet monthly to review spend, utilisation, and upcoming renewals.

Shared Metrics

Joint ownership requires shared metrics. Both teams should track: total SaaS spend versus budget, cost per active user by tool, renewal calendar for the next 90 days, and shadow IT discovery volume. When both teams see the same numbers, the conversations shift from "whose problem is this?" to "how do we fix it?"

The Procurement Handoff

Define clearly where IT's role ends and Finance's begins in the procurement process. A clean handoff point is the point of contract: IT owns the technical assessment and approval, Finance owns the commercial negotiation and contract execution. Both are copied on the final agreement.

Joint ownership requires more than goodwill — it requires a documented operating model that describes how decisions are made, who is accountable for what, and how conflicts between IT's technical priorities and Finance's cost priorities are resolved. The most common conflict is between IT recommending a more expensive but more secure or compliant tool and Finance pushing for the cheaper alternative. Resolve this tension upfront by defining the criteria that override financial preference: security review failures, compliance requirements, and integration incompatibilities should always take precedence over price in the evaluation framework.

Document the operating model as a one-page process map and share it with every stakeholder who interacts with SaaS procurement — including business unit leaders who submit requests, the legal team who reviews contracts, and the HR team who manages onboarding and offboarding. When everyone understands the process and their role in it, exceptions and workarounds become less common.

The choice of platform matters less than the commitment to using it as the single source of truth rather than maintaining parallel spreadsheets.

Key integrations that support the collaborative model: HRIS integration (so lifecycle events drive provisioning and offboarding automatically), accounting integration (so invoice data flows into the platform without manual entry), and SSO integration (so utilisation data is automatically collected from every connected tool). These three integrations cover the majority of the data inputs needed for a well-functioning SaaS governance programme.

Measuring the Collaboration's Financial Impact

The financial value of IT-Finance collaboration is measurable: compare your SaaS cost per employee over time, track the percentage of tools that go through formal procurement versus being discovered as shadow IT, and measure renewal savings as a percentage of spend renewed. Organisations with effective IT-Finance collaboration on SaaS consistently achieve 10–20% better unit economics on their major renewals than those where the two functions work independently.
